UN General Assembly First Committee on Disarmament and International Security Vice-Chair: Lebanon


The United Nations Interim Force In Lebanon (UNIFIL) confirmed that a third Hezbollah tunnel crossed the Blue Line border into Israeli territory, in violation of UN Security Council Resolution 1701 that established a ceasefire agreement and buffer zone between Israel and Hezbollah in southern Lebanon.

Lebanon's Record on Disarmament and International Security:
"Human rights issues included arbitrary or unlawful killings by nonstate actors; allegations of torture by security forces; excessive periods of pretrial detention;... Hizballah retained significant influence over parts of the country... Authorities failed to observe many provisions of the law, and government security forces, as well as extralegal armed groups such as Hizballah, continued the practice of extrajudicial arrest and detention, including incommunicado detention. Additionally, the law permits military intelligence personnel to make arrests without warrants in cases involving military personnel or involving civilians suspected of espionage, treason, weapons possession, or terrorism... "

CONVENTION OF THE ORGANIZATION OF THE ISLAMIC CONFERENCE ON COMBATING INTERNATIONAL TERRORISM: "Peoples' struggle including armed struggle against foreign occupation, aggression, colonialism, and hegemony, aimed at liberation and self-determination in accordance with the principles of international law shall not be considered a terrorist crime."
